Technical Assistance 

Selected projects would be assigned a BEEP expert team, consisting of three to four Swiss and Indian experts (architect, building energy expert, HVAC [heating, ventilation, and air-conditioning] expert, etc). The technical assistance from the team would be available in three steps.

  • Step 1: Preliminary analysis. On the basis of the concept design description, data, and drawings provided by the building project, the BEEP expert team will prepare a basic energy simulation model of a part of the project to analyse energy-efficiency options and define the baseline energy performance.
  • Step 2: Integrated design charrette. The BEEP expert team would organize a design charrette (design workshop) of two to three days’ duration at the premises of the builder/developer. The participants in the charrette would be the builder/developer management team, the project design team, and the BEEP expert team. The project design team should include at least the client, the architect, and the HVAC/Mechanical, Electrical & Plumbing MEP consultant. Through a structured collaborative process and effective use of energy simulation tools, the charrette would come out with recommendations for an energy-efficient design. The recommendations would cover master planning, building massing, envelope solutions, energy supply, daylight, bioclimatic features, and advanced HVAC system design.
  • Step 3: Post-charrette support. After the charrette, the BEEP expert team will continue to provide technical assistance to the design team until the schematic design is finalized (typically for a period of 6 months). The BEEP expert team will carry out additional simulation studies while integrating the revised project design features. 

The post-charrette technical support by BEEP will also include two meetings: 

  • One meeting will be held before finalization of the schematic design. The objective of this meeting is to provide specific design inputs to the selected building project by the expert team. 
  • A second meeting, a wrap-up workshop, will be held after the finalization of the design. The objective of this workshop is to validate the final design, and to assess the savings achieved. In addition, an interactive evaluation session will be organized to assess the impact of the charrette, and draw lessons for future charrettes. 

For all of these exchanges, modern communication tools such as video conferencing and other online collaborative tools will be used. The Swiss experts are not expected to attend post-charrette meetings or workshops physically.

BEEP will bear all the costs of the BEEP expert team, which includes their professional fee, travel, boarding, and lodging expenses.

The BEEP team would also carry out follow-up activities to monitor the application of the charrette recommendations in the project at regular intervals. 

Roles and Responsibilities of Each Party

BEEP

  • BEEP will mobilize a three- to four-member expert team to provide technical support services during the charrette. One of the team members would act as the charrette coordinator, who will work with the partner agency team in planning and coordinating the design charrette.
  • BEEP will provide a written report, documenting the charrette outcomes within 4 weeks after completion of the charrette.
  • BEEP will provide follow-on technical support for a 6-month period.
  • BEEP will bear all the costs of the charrette facilitator and technical experts, which includes their professional fee, travel, boarding, and lodging expenses.
  • BEEP will draft a case study on the charrette process and outcomes for public dissemination.

Builder/Developer

  • The builder/developer will assign one senior official to represent the company and dialogue with BEEP throughout the period of engagement with BEEP.
  • The builder/developer will ensure that all the relevant project information is provided on time to BEEP for preparing the charettes as well as for evaluating the savings achieved compared to the baseline. 
  • The builder/developer will ensure mobilization of the project design team (the architect, MEP consultant, energy consultant, project management consultant, structural consultant, etc.) to participate in the design charrette.
  • The builder/developer will provide facilities on site (meeting room, necessary equipment, logistic support, refreshments, etc.) for conducting the design charrette and required IT infrastructure for post-charrette communication. 
  • The builder/developer will make efforts to ensure the implementation of charrette recommendations and ensure that its senior management is available for decision making regarding the charrette recommendations.
  • The builder/developer will provide information at quarterly intervals regarding the progress of the project to the BEEP team after the charrette and will make sure that the final design documents are shared with the BEEP team. 
  • The builder/developer will allow BEEP to make a case study on the project for public dissemination. 
  • The builder/developer will depute a senior member of the team to present the project charrette at the BEEP integrated design seminars.

 

Selection Criteria and Evaluation Procedure for Commercial Buildings

 Commercial projects will be selected and evaluated according to the criteria listed below.

 


Evaluation of applications will be carried out by the evaluation committee within the BEEP team. The evaluation will be conducted as indicated below.

Assessment of eligibility with regard to criteria 1 to 3.

Evaluation of points with regard to criteria 4 to 6.
